Basics of System: How Rank is Determined
  Scores are determined using the same formula for each team.
  Scores are based on the teams record and on the number of points scored and allowed scored.
  The number of points scored and allowed scored are weighted by:
    1. Whether a team is playing at home or away 
      Teams are expected to perform better at home...so away teams are given a little bonus for scoring on the road and a little leniency for getting scored upon on the road
    2. Rank of teams scorings
      Stronger teams are not rewarded for barely beating weaker teams...they must win by a lot to be rewarded.  Weaker teams are always rewarded for scoring on stronger teams.
  The rank of each team is updated weekly, and the data back tracks.
  So if you were #1 at the beginning of the season and #30 at the end...teams who played you at the beginning of the season would see your rank as #30 not #1 and the data retabulated.
  Each week the data is updated and the rank determined by obtaining a total root-mean-square value of the change in each team's rank of at most 0.02.
