Actually, why assume they had to be told? Don't you think the 
Tandarans could have deduced for themselves that it was some type 
of communication device? They already had accessed the shuttle 
pod's logs.

One could argue that the Tandarans started it. They held two officers
captive, they had a great deal of info about Starfeet, Enterprise and
very likely The Vulcans. 

Seeing as the Tandarans seemed to know quite a bit about the Starfleet
they seemed quite capable of having UT's they utilized throughout the
prison. Personally, I wish they had just ignored the whole UT thread.
It was rarely mentioned in TOS and it never bothered me then either. 

I enjoyed this episode very much. Good story and solid acting.
