Did Shran meet Mayweather in either previous episode? Maybe all he
has met are caucasians so that is the nickname we get from the
Blues ;-)

Is this a question? Suzie Plakson HAS played both species on Star
Trek. :-)She had Q's baby, remember?

Suzie Klakson played both a Vulcan (in the episode where Data was taken
over by grandfather) and a Klingon (she was Worf's wife; mother of
Alexander, K'helar).

What? Maybe you think they'd prefer Uranus? :-)

I was hoping that the end of the episode would lead to the forming of the
Federation.

She was a Klingon - see http://www.starfleetlibrary.com/tng/suzieplakson.htm

We know the answer to part of that! The actress was Suzie Plakson, who has
been on Trek several times before. She played K'Ehleyr, Worf's mate, in TNG:
"Emissary". She also played a Vulcan physician, Lt. Selar, in TNG: The
Schizoid Man.
