Phlox specifically said that the human neocortex was 
affected. Dogs don't have a neocortex. As for Phlox,
he's biologically superior to human in a myriad of ways.

I have to disagree about this being a redone from Voyager. It was
different
from Seven's experience. She was hallucinating, but, it wasn't because
she was
the only one humanoid awake while the crew was comatose.
It is very difficult to come up with completely different stories in any
kind
of show.
I was completely fooled that Phlox was not really interacting with T'Pol
until the end.
I enjoyed the episode. I do not like the critiquing of each episode. It
doesn't
make for an enjoyable experience. I enjoyed the episode and no one is
going
to
make me feel otherwise.
It's my other opinion that critiques such as this are partly what drive
the
viewers away, not just the network. There are people who actually heed
such
critiques and lose interest in a show or film.
It is not my intention to offend anyone. I understand that everyone has
a
right to their opinion, I'm just voicing mine. I just wanted to share my
dislike
of critiques as well
as another member pointed out their dislike of them (after Harbinger's
Review).
