Two possibilities:
1) They're just using the term as shorthand for the ending of
hostilities between the two races.
2) Perhaps the handshake at the end of the previous episode was the sign
of a separate alliance between the two races.

I disagree. Imho, the ending of this trilogy leaves a lot of options for the writers to further develop the Romulan's plot. That is of course, if there's still time to do so...
