CITATION FOR HEROIC ACHIEVEMENT

THE SECRETARY OF THE NAVY TAKES PLEASURE IN PRESENTING THE NAVY COMMENDATION MEDAL TO

ENSIGN EDWARD A. FAXLANGER, JR.

for service set forth in the following
CITATION:
For heroic achievement while serving on board USS GEORGE BANCROFT (SSBN 643). On 31 March 1988, having eyewitnessed a major automobile accident in which two persons were killed and a mother and two eight-month old children were seriously injured and pinned in the rear seat of a crushed and overturned vehicle, Ensign Faxlanger, with complete disregard for his own saftey, immediately took charge and organized rescue efforts at the scene.  His courageous and decisive actions in the face of personal risk, and his reviving of one of the eight-month old children who had stopped breathing, ensured all three seriously injured individuals were safely removed from the crushed automobile and expeditiously evacuated to the nearest medical facility.  Ensign Faxlanger's selfless actions, great personal courage, and loyal devotion to duty reflected credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

for service set forth in the following
CITATION:
For meritorious service while serving as Assistant Project Superintendent (financial) and Hazardous Waste Disposal Manager at Charleston Naval Shipyard, Charleston, South Carolina from February 1993 to March 1996.  Lieutenant Faxlanger performed his demanding duties in an exemplary and highly professional manner.  As Project Financial Manager for four separate ship overhauls totaling more than $266 million, his understanding of the Advanced Industrial Management concept and interaction with the Naval Shipyard Development and Integration Test Site, Norfolk, greatly influenced the design, development, and implementation of the Supervisors Desk and Performance Management and Control (PMC) shipyard payroll and project financial reporting programs.  As Hazardous Waste Disposal Manager during the shipyard's closing months, he assembled and trained an entirely new staff, procured modern office equipment, and implemented a Local Area Network.  He designed and implemented a new warehouse inventory and tracking system, which enabled the shipyard to vacate the 365 day Hazardous Waste Storage Facility three months ahead of schedule to facilitate base closure.  Lieutenant Faxlanger's distinctive accomplishments, unrelenting perseverance, and steadfast devotion to duty reflect great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
