Earth-B was supposed to be an alternate world where unlikely team-ups between DC characters of various Earths occurred. These team-ups were unlikely because the characters involved lacked the power to breach the vibrational barriers between universes to allow the characters to meet. For example, a team-up between Batman and Sgt. Rock during World War II. While the Earth-2 Batman was active during WWII, Sgt. Rock was from Earth-1. (Looks like the editor and writer blew it on this one, eh?)
